Disable ability to make projects private

Description
During project creation or editing, users can un-check the "Public" field and hide their projects. This needs to be removed before the beta release so all projects are public.

Finished implementing this bugfix with revisions 51 & 52. Will wait until tested on production before marking as complete.
FYI - You must migrate the database after pulling this new code

Patch is live on production server, works as required. All users are now prevented from creating private projects.
