Description

When logged in to ODE, clicking on the ToS link in the footer generates a 404 (you are not authorized) error. When not logged in, clicking on the ToS link in the footer takes you to the login page.

In both cases, it should render the ToS.

Note, the ToS does render correctly during account creation in all three browsers on OS X.
