This is the Kile config/setup file with the MTK modifications. It has a Sage build tool, and an MTK tool which does PDFLaTeX, Sage, and then PDFLaTex again in sequence for the user. This file is placed here so that the installer script can download it via wget, back up the existing kilerc file on the target system, and then copy this one into its place.
