Cold gas thruster for high altitude rockets published as open source?

It looks like the folks over at Portland State Aerospace Society (no link right now, I'm on my phone) have just published plans for their cold gas thruster reaction control system to be used on their next high altitude rocket.

I haven't had a chance to review the source files, so the article's claim could be a little exaggerated. But, given our findings in the Yavin EC review, I thought this was too timely not to post right away. Assuming they really have published the plans, I'm assuming they are claiming the Fundanental Research Exemption as their cover for publishing their plans... Thoughts?

Under ITAR, specifically 22CFR121.1 Category XV part (a), note 3 as well as part (e)(17) to clarify payloads, this is a bad idea. Let's watch and see what happens.
